He needs to be banned for one game. As per the game rules below.

7.10 SPEC-ON-PURPOSE: A player that specs on purpose to avoid a death, get more ammo, etc. will be specced for the rest of the match and will receive a one-match ban. The opposing squad will be granted 2 kills, and the offending squad will lose a player slot for 5 minutes. Referees: please make certain that the player, without a doubt, specced on purpose. If a player is found to be speccing consistently in multiple matches, the League Administrator will decide the punishment (most likely a match ban or season ban).

Please confirm palm will be banned for the next match. Don’t give me this bull shit. Enforce the rules. We all saw him spec on purpose to avoid death. It’s on video.

I let a lot of shit slide that game and honestly I probably shouldn't have. Backs - multiple players from your squad, not just you crossed the rape lines. I gave multiple warnings until I did actually spec you. It should have been for five minutes, but I let you back in after one minute. And honestly Palm, it did look like you specced. You were about to die and it specced out, since that is the only map without a 5 wait time once you spec. At that point your squad was up a lot and there wasn't a lot of time left. Ultimately him speccing didn't decide anything.

If I was following the rules to a T you and about 5 other players would be specced out for breaking them. If you spec on purpose, I'm telling you now you will lose that slot for a period of time.
