Yes it is too late. Roster lock is tonight 9pm est. Not all captains have agreed. The lock stays at 14.

Let it be known publicly: expanding roster limits to 15 so more people can play was voted yes by every captain who did vote except by Backs, the guy who claims he's all for more people playing this league and bringing people back. Some community director that is.
