Activity should not be factored into a players ratings. If you're a top 10 player in the eyes of your peers, you should be rated as a top 10 player. Regardless of whether you show or not. IMO

Still, I don't think the ratings need to be perfect as long as they serve the overall purpose of the salary cap system.
