Current camp timer:
More than 5 mins = 2 min
Less than 5 mins = 1 min
Reduce it to:
More than 5 mins = 1 min
Less than 5 mins = 30 sec
Announce the camp timer with an arena message and consider using the %1 ping sound. This way no one can complain about not seeing the timer start.
If the violating squad does not move after 30 secs spec a player. To make it dire, spec a medic.
A while back I mentioned hp drain on campers. If the devs can figure out how to create hp draining tiles it can work and force people to move.
Incentive for the squad that doesnt camp:
If squad A has the camp timer called on them twice then squad B gets to unspec an additional player. The player will remain in game until they are killed one time. The unspec'd player must be on the roster and can not be a NT.

camping isn't the issue per-se.. It's getting teams to move and actively want to fight. If a squad has a lead and they don't want to fight, you can't really force them to. If you shorten the duration there will be a lot of running from 1 coord to the next and back to the original. The stalemates are the issue and how long they get drug out.

So you're saying camping IS the issue then? If you have the lead and don't want to fight/move, squads will camp one spot and force the other teams to come to them. This devolves into every fight for the last 15 minutes+ of a game being in the same spot. Which is very fucking boring.
I like champs idea of speccing people for a significant amount of time, also not a bad idea to slowly drain their health if they don't move from the coord. Much like the lakes in EOL, where you slowly lose hp.
The general passiveness of the game makes it very hard to be excited/want to play games every Sunday. Yes, last season was the most competitive but it was also the most boring.

What exactly are you guys expecting from a league where the only objective is to get more kills than the other team? Are you really that surprised that the team in the lead has no motivation to do much of anything?
On top of that, the zone only gives 2 weapons per class, etc. It's like downloading a trial version of CTF. :\

About the objectives anyways.
USL has only one objective. Kills. The goal is to limit your deaths and get more kills thusly. Which means picking and choosing your battles will always be the strategy. When you have the lead this means you are in more control of when those battles will occur obviously.
A camping timer which results in speccing player(s) will not encourage teams to fight. Why would I want to fight you when I am down 8v7 and have a 7 kill lead? It's even more inventive for me to run and hope I can avoid you until you mess up. Obviously you have an advantage if we do end up fighting, but otherwise me losing teammates encourages me to sit back.
You need to add another objective to the game.
I remember someone mentioning a Flag of some sort. Where time of possession adds kills. Was this idea deemed too out there or something?
Put a flag in the middle of the map as close as possible anyways where it can make sense. Then every minute (or however long) a team controls it they get a kill. One team controls it 29 minutes? They get 29 extra kills.
Make sure the flag isn't in some sort of easy to camp and defend situation making it a true KOTH kind of situation where it should be changing hands regularly if the teams are somewhat even and going after it.

Could make it so the flag can be picked up and it shows where the flag carrier is on the map so that if you have the advantage of holding the flag it comes at a cost. If the other team kills the player who had the flag they get X kills added to their score and the flag resets to the original spot.

Flag kills worth more when it comes to OT maybe or a tie breaker?
Im not sure it's a great idea to make a single kill (whether they have a flag or not) worth more. Maybe if you kill the flagger there's an ammo drop?

If I'm holding a flag I'm more prone to camping since I have more value I'm trying to protect. Needs to be a stationary non-camp friendly area. On my map it would be right above the tunnel on the mesa, or on the bridge.
Argument: All the fighting would be done in one place
Response: Majority of the fighting on most maps is already in one place, it might as well be a neutral place that is a lot harder to camp. Then you can always push forward to beat them before they get to the flag, or set up a trap after your enemy gets the flag
Logistics: what would a flag be worth? I wouldn't be opposed to a victory if you can hold it for x amount of time. Let's say 5 minutes, that way it won't be a boring 30 minute rape fest that nobody wants to play in. perhaps you can add rewards in for quick victories in the replacement of kda stats.

Making it a carry flag that pings could definitely work. Obviously you're being rewarded for holding the flag but now the enemy knows where you are.
I would recommend finding some kind of second objective to the game, if the powers that be can agree on something that is.

rewards for quick victories could probably be done, in the nba2k18 games you can play quarters that are 8 mins instead of 12 and they sim what your stats would have been with the extra 16 minutes.

Actually, I like the idea of speccing the medic first when you are camping. The other team will definitely push once a medic is down.

If this game was at it's all time high with competition with everyone tryharding/practicing even to the extent of having coaches and players getting paid, there is no way USL in it's current state would ever be ultra competitive and draw spectators. If there was $100,000 on the line there is literally zero reason for me to move out of 2 alternating good positions if I'm in the lead.
The problem we are having is how can we change that, without becoming completely like SL. Well I guess my argument is that the U in USL is unified. It was changed from MSL because it is more than just KR. It was also NMLTL and SL. It wasn't SL settings, it didn't have 3 lives and youre out and it has always focused on more fighting. This was great until the later years, early MSL/USL squads would get above 50 kills a game.. scores like 75-62 were common. Now the only time you get a high kill game is when youre raping the lowest seed.
I say we truly unify all the leagues, take elements from all of them and make it our own.. or at least try it out and test it pre-season. I know I sound like a broken record, but a single flag would basically eliminate all the issues I have listed. Nobody wants to watch a rape fest for 30 mins against a weak squad I even hate playing in them at least let them get bonus points for a 10 minute win.
