Updated Rules:
7.8 CAMPING or TURTLING: Camping is when one or both squads either attempt to hide or take a defensive position (Turtling) in an effort to avoid battling their opposing squad. If squads are engaging in battle, i.e. shooting at each other, there can be no camping penalty initiated. The Referee of the match will decide when to start the 2 minute camping timer. The Referee should give the squad(s) a couple of updates on where the timer is at for the squad(s) that may be in penalty of camping. If the camping squad engages in battle with the other squad, the camping timer will be reset and put on hold until the Referee decides (if) he or she must restart it. Please refer to rule 7.7a, however, and note that a squad that simply engages and only trades a few bullets before returning to camping will not have their camp penalty timer reset. The Referee of the match will have full discretion on whether or not to keep a camping timer going if he or she feels the squad(s) only attempted to make a gesture at fighting to reset the camping timer.
9.4 A squad will have up to 24 hours after their match's scheduled start time to appeal a match. A captain or co-captain should submit such an appeal in the Captain's Lounge and should provide a detailed explanation. Captains should take every effort to let league staff know of an appeal as fast as possible. Best practice is to submit an appeal immediately following the event in question. This is to allow for the match to be replayed with the utmost haste. However, sometimes captains may not be aware of an issue until the match is over. At which point, the 24 hours will be their deadline to submit an appeal to be reviewed by the Head Staff.

Hopefully - Rule 7.8 - eliminates some confusion on the camping rule. I cannot stress this enough regarding camping, just don't hide/run from your opponent and there won't be an issue. This doesn't mean you can't set up at chokes or try to be passive by any means either.
Regarding - Rule 9.4 - I tend to agree that sometimes Captains might not realize an appealable offense took place until after the match is over. So we will try this addition out. If you think you have an appealable offense, you need to submit your reasoning as fast as possible. During the match, following the offense, is still best practice.
